The California Independent System Operator set a new solar peak generation record for the third month in a row, as solar output has reached the highest level on record so far this month.

The new record of 15.178 GW was reached at 12:11 pm PT June 2, surpassing the previous record from May 23 by 72 MW, according to the latest CAISO Key Statistics report published June 12.

The records come as no surprise since CAISO solar capacity continues to rise, even if the increase is slower than expected, Morris Greenberg, a senior manager with the low-carbon electricity team at S&P Global, said June 13.

California energy experts generally agree that the state’s interconnection processes need a broad overhaul, since CAISO’s queues are overwhelmed with hundreds of requests every year from potential developers. The latest window for applications was this April, and the system operator received a total of 546 applications, amounting to 354,000 MW of new resources.

While a previous proposal from CAISO called for 46 transmission projects estimated to cost $9.3 billion, the final version approved by the board of governors last week left out one project pending additional analysis. The vast majority of these projects will be built in California and each costs between $4 million and $2.3 billion, according to the ISO.

CAISO has approved three reliability improvements for storage management that are set to take effect this summer.

The Energy Storage Enhancements proposal adopted by the board and WEIM governing body are intended to improve accounting of a battery’s state of charge, certifying resources are available when needed and providing better tools for exceptional dispatch.

With more than 4,700 MW of storage connected to the grid, CAISO said the real-time market requires that a resource with an ancillary service award be capable of delivering energy to the full amount for at least 30 minutes. For storage resources, they must have energy stored to meet an ancillary service schedule.

In addition, proposed co-located model improvements include an option to only charge storage from on-site renewables to avoid “grid charging” that CAISO said could have federal tax implications for solar projects.
