The California State Legislature passed AB 2316 authored by Assemblymember Chris Ward (D-San Diego) to create community renewable energy programs, such as community solar + storage, to overcome clean energy access barriers impacting nearly half of Californians who rent or have low incomes while strengthening the state’s power grid.

This priority bill for a diverse coalition of supporters — including advocates for environmental justice, clean energy, ratepayers, home builders and commercial property — now heads to Governor Gavin Newsom who will have until September 30 to act on the measure.

If you park in one of several commuter lots on Michigan State University’s campus, you’ll likely score a premium parking spot. That’s because each parking lot is sheltered from the sun, snow and rain by solar panels. They’re mounted above the lot on steel structures tall enough for tailgaters in RVs to park beneath. Besides providing a more pleasant parking experience, the university gets cheaper, cleaner solar energy from the solar panels.

It’s a great thing to not have to scrape your car free of snow in 20-degree weather. I know, because I was a commuting student at Michigan State for two years and gladly took advantage of the covered parking.

“The Legislature’s action to extend the solar property tax exclusion is a critical step to ensure California remains at the forefront of America’s clean energy transition. Since the state instituted the exclusion, California’s solar market has grown to be the largest in the nation, employing over 70,000 people and driving more than $70 billion into local economies statewide.

Signed on Thursday, the bill was first approved by the state legislature on 31 July before being signed by the governor. It comes just before the US House of Representatives is expected to pass the US’ landmark climate package – the Inflation Reduction Act – with major implications for the energy industry in the US.

Dulles International Airport could soon be home to the largest airport-based solar and battery development in the United States, one that at peak production could provide enough energy to power more than 37,000 Northern Virginia homes.

The solar farm would be built and managed by Dominion Energy on more than 835 acres on land. It would include a solar array capable of producing 100 megawatts of solar generation and a 50-megawatt battery storage system. The power generated would feed the larger Northern Virginia electrical grid.

Once built, Dulles would join a growing number of airports across the country looking to solar developments as a way to meet sustainability goals, save money on electricity and generate revenue from land that might otherwise be undeveloped. The project is one of dozens the Virginia utility company is building as it shifts to meet the mandates of a sweeping clean-energy law that state lawmakers passed in 2020.

US generating capacity additions expected to double in 2nd half of 2022

While solar leads the projected utility-scale additions for 2022 at 17.8 GW, that number is down 3.7 GW since the beginning of the year due to supply chain disruptions and other challenges.

Developers and project planners expect to add 29.4 GW of new generating capacity in the U.S. in the second half of 2022, nearly double the 15.1 GW added in the first half of the year, the Energy Information Administration reported last week.

About half of the planned capacity in the second half is solar, with 13.6 GW of additions expected, followed by wind, with 6 GW of additions expected.

San José Clean Energy (SJCE) has released details of the success of its first community solar program. The program offers more than 800 customers 100% solar energy at a 20% discount, which can be combined with other monthly discounts for up to 55% savings. The average Solar Access customer is saving $32 per bill and some save over $100 each month.

The new program enables customers who rent their home, cannot afford to install solar or whose home is not suitable for solar to benefit from utility scale clean energy at a discount. SJCE sources the solar energy for customers and there is no solar panel installation or equipment required. Eligible customers can apply to be added to the program’s waitlist and as spots become available; customers will be enrolled on a first come, first served basis. Applications are accepted online, by mail or by phone at 833-432-2454.

The Department of the Interior today announced that the Palen Solar Project, a 457-megawatt photovoltaic facility in Riverside County, California, has reached full power operation. The project — which will supply enough energy to power approximately 116,000 homes and includes 50 megawatts of battery storage — represents another major step forward in the Biden-Harris administration’s efforts to lower costs for families and create a clean energy, carbon-free future.

“Bringing another solar project to full operation on our public lands will accelerate our nation’s transition to a clean energy economy by unlocking renewable resources, creating jobs, lowering costs, and boosting local economies,” said Secretary Deb Haaland. “The Interior Department will continue to advance the sustainable development of clean energy in order to help meet the Biden-Harris administration’s goal of 100 percent carbon-free electricity by 2035.”

SAN DIEGO — There is a push for clean energy in communities that may be most at risk to climate change.

The city of San Diego is partnering with San Diego Gas & Electric and the Center for Sustainable Energy to provide solar panels at little to no cost for low income families.

The program is called the San Diego Solar Equity Program.

“It’s targeted to low income folks who otherwise might not get access to clean energy because they can’t afford the $20,000 it takes to put solar on their rooftop,” said Lawrence Goldenhersh of the Center for Sustainable Energy.
