California approves solar, battery projects to strengthen the grid

The California Public Utilities Commission, the agency that regulates utility companies in the Golden State, approved 800 megawatts of new solar and battery storage projects this week as part of a broader effort to ensure Californians can get reliable power through 2026.

Commissioners signed off on four contracts from Southern California Edison and three from San Diego Gas & Electric — all but one of which are for battery projects, which allow energy generated by solar and wind to be saved up and deployed when the sun isn’t shining or the wind isn’t blowing. The remaining contract, the Edwards Sanborn Solar Storage Facility from San Diego Gas & Electric, is for a hybrid solar-and-battery facility that the developer hopes will be the world’s largest of its kind. Upon completion, it could provide enough power for more than 158,000 homes.

Renewables developer Intersect Power has brought a 310MWp PV, 448MWh energy storage system project online in California.

The company announced the 22 December 2022 start of commercial operations for its Athos III solar project in Riverside County yesterday (11 January, 2023).

The solar PV can generate a maximum of 224MWac/310MWp of solar energy and the project features a 112MW/448MWh battery energy storage system (BESS), a four-hour unit.

PV solutions provider SPI Energy’s wholly owned subsidiary, Solar4America (S4A), has begun manufacturing M10 (182mm) modules in the new production line at its facility in Sacramento, California.

The new line will add 550MW of solar module manufacturing capacity which currently produces 700MW and is expected to ramp up to 2.4GW this year.

Moreover, the new M10 module production line will cater to both the residential market with 410W Mono PERC modules and the commercial and industrial (C&I) one with 550W bifacial Mono PERC modules.

Financing closes for 352MWh solar-plus-storage project in California

Wells Fargo, MUFG and Silicon Valley Bank have completed US$260 million of construction financing for Leeward Renewable Energy’s Chaparral Springs solar-plus-storage project in California.

The developer announced the securing of financing and tax equity commitments for Chaparral Springs yesterday (10 January). The project in Kern County, California, will combine 174MW of solar PV and a four-hour 88MW/352MWh battery energy storage system (BESS) once operational in September 2023.

The debt portion was issued under the Loan Market Authority’s Green Loan Principles. JP Morgan has provided US$29 million in tax equity investment and has committed to investing another US$114 million at commissioning.

California utility regulators on Thursday approved major changes to the state’s booming rooftop solar market that they say will more evenly spread the cost of energy and help reduce the state’s reliance on fossil fuels in the evening.

The state has long led the nation in adoption of rooftop solar panels, and today more than 1.5 million California homes and other buildings have them. Under a decades-old program, people with solar panels can get paid by their power companies by sharing excess solar energy they don’t need, leading some solar homes to pay minimal electric bills.

Senate Bill introduced to incentivize solar carport deployment in California

California Sen. Josh Becker (D-San Mateo) introduced Senate Bill 49, a bill incentivizing solar carport development, at the State Capitol on Monday.

“Solar farms use a tremendous amount of land, but that type of open space either isn’t available or is tremendously expensive in cities and suburbs that use the most power,” Becker said. “That’s what makes the solar canopy concept so appealing because it wouldn’t require any more land, it would just give parking lot owners an incentive to make dual-use of their lots by essentially putting a miniature power plant above all those cars.”

The bill would create a tax incentive for companies to build solar canopies in large parking lots to boost the local clean electricity generation, avoiding more solar development on land. According to a report from the Lawrence Berkeley National Laboratory, pavement makes up 35%-50% of the total surface area in cities, and 40% of that pavement is parking lots.

Origo Investments is partnering with industry veterans Amond World to develop a refrigerated cold storage facility in the Madera Airport Industrial Park, which will include two 250,000 sq. ft buildings, each holding approximately 50 million lbs of almonds or other recently harvested crops for farmers and processors.

In order to guarantee energy access, reliability and cost economics while considering the sustainability of the facility, Origo has partnered with Scale Microgrids to design, build, own and operate an off-grid clean energy microgrid providing cheaper, cleaner and more reliable power.

The microgrid system will include 1,200 kW of rooftop solar. Storage of the solar energy will be provided by a 1,200 kW/ 2,400 kWh battery system. The microgrid will include two 1,200 kW enhanced emission-reducing controllable generators.

Fusion Fuel and Electus Energy have entered a joint venture agreement to develop a large-scale green hydrogen project in Bakersfield, California.

The proposed project is a roughly 75-MW solar-to-hydrogen facility using Fusion Fuel’s HEVO technology, capable of producing up to 9,300 tons of green hydrogen annually. The project would require an estimated $180 million in capital investment, with a final investment decision expected in early 2024 and commissioning in the first half of 2025. Once operational, this project will provide enough hydrogen fuel to support over 1,000 Class 8 trucks or buses per day.
